i do raely recognise your query.as per your description you have done bachalor of commerse; if you have the basic knowladge of commerse and accounting and have a long term goal ,approach to a chartered farm nearest to you apply,they will atleast give you a job of your acadamic suit;there may be a very little pay package to servive only;if you can manage this you can at least erage your dippration ;this will give you expeeriance,which is most important today's compititive,be honest with your emplyer;Regularly update your resume in national job portal;with in a year you will definitely bag a good jod;in the mean time you should try to join ICWAI course ,which is offered in distance mode.after few years you can have at least 30k salery/month depending your performance,personality and quick learning ability.

CCNA is the starting step towards Networking line for more enhancement u must have to some more Certifications. R u confidant in any of the Server Side Operating System? for what purpose u would like to do CCNA? wanted to go in network line? is that so? wanted to get good job in higher end? am i right? if u want to enhance ur career and knowledge as well why don't u choose RHCE. cos most of the Servers r running on Linux and then u opt CCNA u will be having career in only Network line. Cos Knowing LAN then u know about WAN will give u more advantage. After CCNA u will be only a network person if u do RHCE then u can opt System Admin or Network Admin or Security Admin as well if u have Database knowledge then u can be DBA as well the combination of RHCE+CCNA+MCSE will be good cos CCNA is 80% theory and 20% practical and RHCE is 100% practical.
After that u will get a National level of certificate from HCL. Instead of that if u go for any International Certifications like RHCE+CCNA+MCSE+RHCVA in a shorter amount of time and invest ur more time on the field for getting experience. Universities in Canada have 2 admission intake in a year, namely:
Fall (August)
Spring (January)
So first of all you need to decide in which intake you want admission and accordingly you can start your application process at least 6-7 months in advance of your planned admission intake.

For more details on education in Germany, I would suggest you to visit the nearest DAAD office. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.
Also I would request you to go for a German language course as it will help you get Part time employment. A student in Germany can work 90 full days or 180 half days.
You might have to give GRE, IELTS, TOEFL or any other exam as required by the university.
