nice to hear that u r looking for the Security line. For Security u must be having sound knowledge of LAN & Wan and for setting up of LAN and WAN u must have sound knowledge of Operating System. If u choose Linux platform for ur career then it would have been the ultimate cos most of the servers are running on Linux now a days. So better u go with RHCE and RHCSS for the Security Specialist.
The term u asked for the Ethical Hacking as a course which covers the Windows platform only. My dear friend If u elaborate the word Ethics = Principals and Hacking = Theft. am i right? So here is my answer. Advertising and PR is a very good course and has a lot of demand in the media world. Advertising field requires a lot of creativity and innovation. In advertising one has to do a lot of research in order to study the demand of the product in the market, then you need to design the advertisement according to the target consumers depending upon the age group, gender etc. Thus making the advertisement field more interesting and challenging. Now for PR I would say that it requires more of personality and communication skills, one needs to get his or her work done. A PR is basically the face of the organization and is responsible for all the client meetings and getting business for the organization, so one has to be really convincing and of course PR pays "well".

Collecting degree is not enough u must have practically sound also. First of all i would like tu suggest u that whatever u r doing do it thoroughly. Clear ur fundamental concepts. UGC stands for University Grant Commission and it is governing/regulating body for the Universities in India where as AICTE i.e All India Council of Technical Eduction is the body to recognize and accredit the courses, mostly the ones offered by the institutes.
Any U.G.C recognized university can offer technical courses without the approval of A.I.C.T.E but that varies from one college to another.
For example, B.Pharmacy degree of all the Indian Universities has to be approved by the Pharmacy Council of India/ All India Council of Technical Education and established by an Act of Legislature/Parliament,
Similarly medical qualifications of all the statutory institutes/ Universities are mandatory to be recognized by Medical Council of India.
