After class 12th, you have many option but it depends on from which stream you did your class 12th and second thing is that what you love and lastly platforms or opportunities for such career. In Science, you can go for B.Sc, B.Tech, BE, Mass Communication, fashion, etc. After arts you can go BA etc., and like that after commerce. So, decide in which field you have interest.

Yes, but make sure that the programme is a one that is recognized by UGC. For example, you may opt for doing Ph.D. having MBA from IGNOU. There are certain distance education programs that are not recognized by UGC. And, also certain short term PGDM (1year duration) courses as well.

As you have scored 33% in HSC, please make sure that you have whether pass or not, it is generally mentioned on the certificate. If you have passed (sometimes 30 marks only), then you will be eligible for B.Sc Chemistry honors. If not pass, then not eligible. Now, you should visit your local college in your locality to know more about the admissions.
But, chances are very low at Maharaja Sayajirao-Baroda.
