It depends upon your branch and the rank in GATE. Year on year cutoff and highest score in GATE is increasing, so it is different but for civil approximately 65-70 marks are for a good IITS.

It doesn't matter, if you had Maths in class 12th or not, you can anyway apply for BCA what matters is you should have at least 50% marks in class 10th and class 12th, even an arts student can also apply. But for pursuing MCA you must have a BCA degree.

I don't think that you can get any good NIT with this percentile, because your rank may be probably above INR. 1 Lacs in general and may be above 10,000 in EWS category. So, there is very low chance. And, there is no benefit of taking admission in eastern nits except NIT silchar. Try for IIITS or GFTIS.
