It is just that the institutes in India don't have the right to give the degree MBA, including IIMs, so they give the degree PGDM.

You might get into a tier -2 universities, if you had arrears (Backlogs) but have cleared them. However, if you have not cleared and still have arrears, its not possible to get admission. Hence, would request you to clear your backlogs first.
