You can pursue your further studies after completing a course from a recognized DDE. However, the admission requirements are different with every university or college. You must check with the colleges and you must check, if they accept 3 year Bachelor's degree.

Both the campuses are quite beautiful and lush green. But as I have to select any one then I would say it depends on the student.
Talking about the Pune campus:
Campus is a state of art campus. The infrastructure of the campus is great and the hostel room are one of the best but it has no playground as the development is in progress.
Whereas Harihar campus:
As campus is built in 90's. He infrastructure is OK as compared to Pune but the sports facility is awesome.
So, it totally depends on you but in my opinion Pune is a better option.
