B.Sc. (Hons) is much more specialised as compared to the B.Sc (General) degree, and academically, B.Sc (Hons) is a more standard degree as compared to B.Sc (general). If you want to study any one of the main sciences (e.g. chemistry, physics, mathematics, etc.). In detail, it is advisable to go for a B.Sc. (Hons) course. But if you want a more balanced and multi-disciplinary approach, it is better to pursue a B.Sc (General) course for under-graduate studies.
If you want to join the defence ministry, I would recommend you appear for the CDS or SSC exam, or join politics to get assigned high profile portfolios in the defence ministry.

If you wish to go for B.Ed through distance, you need to have at least fifty (55) percent marks either in the Bachelor's Degree and/or in the Master's Degree in Sciences/Social Sciences/Commerce/Humanity, Bachelors in Engineering.
