Gain some work experience to offset your grades. Get involved with some strong projects, earn a certification etc. Canada will be extremely competitive, 59% won't be acceptable for the programme you are desiring for. Australia and Ireland are possible. Strong reference letters and SOP will also be evaluated.

Hello Rakesh Nair,
Both the countries that you have chosen are English speaking countries and the colleges in those countries have English as the medium of instruction. This becomes very helpful for students from India to seek admission in these countries. When one is thinking for placements after studies, Canada being bigger country than New Zealand, correspondingly offers much more jobs than New Zealand. In view of this I would definitely advise you to aim for going to Canada for doing your undergraduate studies in civil engineering.
Best wishes to you.

Hi,
I don't think you can apply basis your Diploma. Diplomas are not accepted as qualification to study Bachelors courses. You can still check with the universities, check university-ASSIST and DAAD websites. University-ASSIST is the portal through which you will apply to majority of the German universities. You may also consider completing the first year of a Bachelor's degree programme in India or clear IIT JEE Adv.
