Yes, you can get admission through Dean which has been changed currently.
Now, Dean of the college is Dr. Raman Soni. And if seats are left or vacant open admission on the basis of merit also happens.

No entrance exam. Wow, that is shocking. Are you afraid of entrances? See, there are private colleges which you can take admission upon donation or paying extra money, no need to give exams. But if you really want to pursue your career in a good college then entrances are must. This is to filter out candidates. Government colleges is hard or impossible to get without entrance. You can try for private colleges.

As you rightly pointed, GATE is an entrance exam which is used by all central universities like IITs and NITs for M.Tech admission. Where as GRE is used for Masters admission in USA. You might also need to give TOEFL exams, some institutes need that too. But if you are looking for Masters in other countries (Canada/Australia/China/Hong Kong/Korea/ Japan) you might need to take IELTS along with the university specific test. It actually varies from country to country and course to course. If you have any country in mind and any specific course, can you please elaborate, so that we can help you better.

Pursuing both these courses helps one in the growth of their career, in getting a better position and obtaining a bigger salary. PGDM is a Diploma course. MBA is a degree course offered by the colleges affiliated to the universities. It totally depends upon you. Decide on the basis of what you want to do. I'd suggest PGDM as there is a lot of experience and practical exposure.
