No, bank will first demand bonafide certificate and College identity card. I, myself tried this, but they refused to give loan. You can take loan after taking admission in the college.

If you are Delhi resident then you have some chances that you might fetch a seat under GGSIPU. But if you are from other state, then i will have to say that it is quite impossible for you get a seat ij college under ipu.
