To become a CCIE, you need to clear CCIE Written and Lab certifications. For that you need to practice on real cisco racks. There are many institutes in India offering CCIE training, but only few of them are actually offering CCIE training on real CCIE racks. CCIE rack should be fully equipped with latest devices and softwares.
In India only 2 institutes are best Network Bulls and Networkers Home. Outside of india, you can go for INE.

Try to not go for like this degree , if you go for this type of degree this have no value , try to complete degree from a well recognized university after that you can do many more that will be useful for your future , now you are 25 year year old if you make target for next 5-6 year then you can get good achievement , if you try to shortcut then you waste money and time both

To take admission in Merchant Navy, you need to pass 12th in Science (Physics, Chemistry, Maths) with 1 year pre-sea training as a deck cadet.
You can also join it directly after B.Tech in marine engineering, mechanical, electrical, electronics & telecommunication, naval architect.
If you pursue B.Sc (Nautical Science) in the officer cadre, it will lead you to become captain after 5-7 years of experience.
Except marine engineering candidates, others have to undergo a 10 months pre-sea training which is offered by many institute and port trusts or recruiting company itself. After that you will be appointed as a 5th or junior engin
