You have passed HSC (Arts). You were pursuing BA (Hons) in Economics and failed in that.
So, I would suggest you to clear that and keep moving forward to pursue the remaining years and complete the degree program.
Keeping on changing courses shall not give answers to your problem, but concentration to studies with a future outlook generates positive results.
Economics has more career opportunities than comparison to Political Science, so stay with your course.
