No, you cannot get any of IITs, NITs, IIITs or GFTIs under JEE counselling as you need to have at least 75% in your board exam (general category) and for SC/ST/PWD, you need to have 65% As you don't have these scores, you are not eligible.

CLAT 2018, well, so it is on 13th May 2018, you have around 1-year.
First and foremost a candidate should go through the past year papers of CLAT and analyse each and every section very nicely.
