Well most of the German Universities do ask for GRE score. however to get the exact details, I would suggest you to get in touch with the University directly as the eligibility may differ from institute to institute.
Germany is a country known for its Technical advancements, so an MS in Mechanical from Germany will surely be a nice step!
There are usually two intakes Sep/Oct and MArch/April. The application and admission process takes about 9 months so you need to plan accordingly. The deadline for Sep/Oct intake is in Jan and for March /April intake is in July.
Hence, you will need to make an early application.
Also, education in Germany is govt. sponsored, there is a possibility that you might have to give a minimal fee ranging between 140-500 euros.
