You cannot go ahead with a degree till you complete your backlogs. However, you can definitely pick some short term courses that can help.
A few suggestions-
1. Diploma or Certificate course in Marketing Management
2. Learn a foreign language
3. Pursue a Computer course
You can chose to do any of the above as per your interest, skills, aptitude and career goals.
Simultaneously you work hard on clearing the arrears and thereafter proceed with 2nd year B.E/B.TECH Mechanical through lateral entry admission.
