Hi,
As mentioned on the website, Mahatma Gandhi University is empowered to award degree as specified by the University Grants Commission(UGC) under section 22 of the UGC Act 1956.
So not to worry and you can go ahead. Thereafter, you may plan to pursue B.ED from Delhi.
Eligibility conditions are-
(a) Bachelor's Degree with 50% marks in aggregate in the 10+2+3 or 11+2+2 pattern, or with a minimum of 55% marks in aggregate in the 10+2+2 or 11+3 pattern
(b) Having studied at least two subjects at the bachelor’s degree level, to be later taken as school teaching subjects

2. As mentioned on the website, SMU being a University (duly recognized by the UGC) is authorized to start and conduct new programmes/courses, without obtaining prior approval of the AICTE.
As for DEC approval, it has expired. So, you can wait till the university get its renewal or you may try for other options such as-

3. Depending on the field of your work, the courses, training and certifications required may vary for government jobs.
