The eligibility criteria of MPH program at the asked college is any graduate with a minimum of 50% (45% for SC / ST / Differently able candidates) of marks in the aggregate of all the subjects including languages is eligible. However, the preference will be given to those who have experience in health field.

GRE and IELTS are both requirements for any form of study you wish to pursue along with the additional work experience that may be required based on the course. If you believe you're falling short on the experience front, my best suggestion to you would be to enroll yourself in a form of study which would then allow you to scale up to a PR and a job opportunity in Canada. One of the interesting one's that I recently encountered is this Study & Work programme where you basically get to do a course while earning part-time and once you finish the course, you can work full time for about 6 months.

Candidates belonging to the general category must score at least 50 percent marks or equivalent CGPA to appear in CAT exam entrance exam. They must have completed their graduation by an Act of the Parliament or State legislature in India or declared to be deemed as a University under Section 3 of the UGC Act, 1956. Hold a Bachelors degree, with no less than 50% or equal CGPA (45% for Scheduled Caste (SC), Scheduled Tribe (ST) and Persons with Disability (PWD)/Differently Able (DA) classification).
