Hi Rahul,
For Admission in germany are granted on the basis of previous academic records since you have got 69% which is acceptable ,Some engineering programs require a GRE score however TOEFL is a standard test required for programmes that have English as a medium of instruction.
Universities and colleges in germany for MS in computer science are:- RWTH Aachen University , Chemnitz University of Technology , Freiberg University of Mining and Technology , University of Giessen , Hamburg University of Applied Sciences , University of Konstanz , Munich University of Technology , University of Berlin.

Out of which University of Stuttgart is a good university followed by University of Paderborn ,SRH Heidelberg and others. Kindly check the modules, mode of language, fees structure, campus, faculty etc. then decide.
