If you want to pursue MS in Germany you need to:
1. Appear for IELTS (score 6 band or above) or TOEFL (score 90 marks).
2. Appear for GRE (optional).
3. Focus on your internship and project work.
4. Strong recommendation letters from teachers.
5. Though, language is not compulsory for MS, but do learn language and give its perspective test.

You should try again to clear class 12th through regular mode or you can go for open schooling like NIOS. If you think you cannot do it, then you can go for Diploma on class 10th basis.
