It is very nice to see that you are a sincerely studying for LEET examination of Jharkhand. It shows your sincerity for seeking admission in Engineering college, after completion of your Diploma. As far as the books are concerned I can advise you that the syllabus for LEET is basically the same as that for Diploma and hence your books will be good enough. AICTE approval is mostly needed for a technical course. However, there are theories (from various judgments of court cases regarding AICTE approval) that Universities don't need AICTE approval, while colleges do require. But, these inferences do not hold good and are not true in all instances.

I would like to suggest you that you should go with the branch in which you have more interest. The main difference between these two branches are that electrical engineering is a core branch, in which you'll only have the knowledge about electrical however in Electrical & Electronics you will get to know about electrical and electronics also. So you choose in which branch you want to go with.

For Pune, Tata Institute of Fundamental Research, Pune offers B.Sc in Astrophysics. If you have location constraint, there are less number of colleges available as per your preferred location. Try and be a little flexible on that to get more options.

The main difference between IOSH and NEBOSH is that IOSH is also a membership organization, the largest health and safety professional membership organization, as it goes. The main difference for you though will be in the qualifications, and you should find the qualification that suits your needs most, which won't really come down to the awarding body. NEBOSH doesn't offer membership, so if you are looking to join a membership organization where you can network, keep up to date with health and safety, and gain advice and expertise then IOSH is probably your best option.
