It depends on the PSU for which you are working. You need to have permission in the form of a NOC to pursue any course for additional qualification, according to service rules at the majority of PSUs. This applies to correspondence courses as well, and you need to have a prior NOC to register at IGNOU. PSUs typically encourage their employees to obtain additional credentials so they can advance in their careers and be eligible for promotions. Therefore, you can get a NOC to pursue a course at IGNOU.

To get your original degree Certificate from IGNOU you have to register for its convocation. The steps are as follows:
1. Complete your assignment, project, and exams to be eligible for a degree Certificate.
