Hi Pramod,
Apart from decent academic performance, you need to take up GRE and english tests (IELTS/TOEFL) in order to be considered by US Universities. In case of other countries most of the universities would only require english tests.

As long as you clear all your backlogs you are eligible for almost all the countries overseas. Also selection of university would be dependent on your overall profile!

Hi Yam,
In case you need free education, you have to be extremely competitive in terms of your academics. If you are strong in academics you might expect scholarships from Universities. This apart, EU countries such as Germany, Norway, Sweden etc are known for quality education with negligible fees. However, the courses are extremely competitive!
