Web Designing and Web Development are two different things. In Web designing u don't need much more technical knowledge but for Web Development like eCommerce Solution u need to to equipped urself with some of the languages like PHP, Javascript, HTML, DHTML, XML, CSS, AJEX lots of there. If u choose Linux platform for the Web Development then it will be having bright future. For Web Designing u need to go with Photoshop, Dream weaver, Flash etc.

Selecting a college is purely and entirely your decision. It would be tough to state a college as the best as every college has it's own plus and minus points.
While selecting, you just need to keep in mind the chief point that is to check the recognition whether the college is AICTE / UGC approved or not.
Other than this, you also need to check year of establishment, batch size, syllabus, faculty, fees, placements etc. You may directly contact the college officials for specific information.
Be careful while selecting a college as merely getting a degree is not enough for this competitive world.
