For becoming an IAS or IPS etc , a person need to give exams called "UPSC held Civil Services"
Read following points which might clear your mind and give some insight
1)The candidate must possess a degree from an Indian University or an educational institution deemed as a University or possess an equivalent qualification.
Those in the final year of a degree course can also appear in the Preliminary Examination
2)The candidate should be between the age of 21 years to30 years on August 1st of the year of examination. The upper age limit will be relaxed by 3 years for OBC candidates and 5 years for SC/ST candidates.
3)The notification for the examination (giving the rules and syllabus for all the subjects in the examination) is published in the month of December every year in the 'Employment News' / 'Rozgar Samachar' and 'Gazette of India', as well as, in some leading Newspapers.
The “Preliminary Examination” is usually held in May / June and the “Main Examination” in October / November of the same calendar year
4)If you belong to the “Open Category” you can give the exam 4 times maximum!
•If you belong to the “OBC” you can give the exam 7 times.
•If you belong to the “SC/ST” you can give the exam as many times as you want. There is no restriction on the number of times!

After completing B.Tech you have 2 options:
1.To opt for a job.
2.To opt for further studies (MBA, M.Tech etc)
However as per your profile I would suggest you to work for 2-3 years after completing your B.Tech and then opt for further studies.The advantage of this step would be:
- You will gain relevant work experience.
- After working you will know which course to pursue that can further enhance your career prospects, i.e. if you wish to build your career in technical field, then you may pursue masters in same or related fields, whereas if you are interested in management then you may pursue MBA.
- If you are interested in pursuing MBA, then this work experience would help you to decide which specialization to opt in MBA that can further enhance your career prospects.
- The other advantage of work experience would be that during admission in MBA, you will have advantage over candidates with no work experience.
- Finally, if you work for some years then you may yourself manage the expenses of your further studies.
However, you may also opt for a job after completing your B.tech and simultaneously pursue MBA through distance education.
