For becoming an IAS or IPS etc , a person need to give exams called "UPSC held Civil Services"
Read following points which might clear your mind and give some insight
1)The candidate must possess a degree from an Indian University or an educational institution deemed as a University or possess an equivalent qualification.
Those in the final year of a degree course can also appear in the Preliminary Examination

Your lower marks in graduation are a problem. I suggest that you do post graduation and improve the % marks to at least 60%. This will enable you to get admission comparatively more easily in higher courses. MBA admission would be difficult as your marks are less than 50%. You might not get a reputed / good college. Civil services exams are really tough and if you are not very much academically oriented then I would suggest that you target something else to make a career.

Hi,
After completing B.Tech you have 2 options:
1.To opt for a job.
2.To opt for further studies (MBA, M.Tech etc)
However as per your profile I would suggest you to work for 2-3 years after completing your B.Tech and then opt for further studies.The advantage of this step would be:
- You will gain relevant work experience.
- After working you will know which course to pursue that can further enhance your career prospects, i.e. if you wish to build your career in technical field, then you may pursue masters in same or related fields, whereas if you are interested in management then you may pursue MBA.
