We do not have a cut off percentile. We gather all the applicantions and arrange them in descending order of entrance test scores. We will take the top 600 and call them for GD/PI. We will not know where the top 600 will cut off.
We do not consider sectional marks.

Dear fee of B.Tech is 69,500 if you take admission in the Month of May and after May it is 74500. Fee various as per your 12 percentage or any other entrance exam as JEE or state exam.

As per your score in MAT, it would be difficult for you to get admission in good B-school.
I would suggest you to take CAT 2013 and various other management entrance tests and score well so that you may get admission on good B- school of your choice.
Regarding preparation of these tests I would suggest you to join some good coaching institute in your city which offers quality coaching for various management entrance tests.
