I wouldn't say if its mandatory in case of education, as the medium of instruction and all the courses taught in German universities will be in English. However, if you wish to work in Germany after completion of your course, then German language is necessary. There's no harm in learning a new language as it'll definitely help you in future.
All the best.

As far as the Australian and Canadian universities are concerned, mainly the top ones, you need to score no band less than 6. But with this score, you can still apply to the universities, you might get the conditional admit if your profile is strong.
Better, you can try submitting your Medium of Instruction certificate from your home university, here in India. They may consider this as an IELTS equivalent.
All the best!
