It is difficult to predict whether USA president will able to keep his pre poll promises or threats. We are the part of global business world. USA president may not able to take unilateral decisions which are contrary to WTO agreements. Also, some of the USA industries may not be able to survive without talent from abroad. I am of the opinion that they may be minor changes in USA immigration policies and Mr. Trump may not put blanket ban / stop on H1B and student visa for higher studies in USA universities. There may be more closed scrutiny of visa applications in near future and visa application rejection rate may increase.

You must take both. Both are different tests, TOEFL is for English language proficiency and GMAT for aptitude in reasoning, quants, etc. Many universities also accept GRE instead of GMAT. You can check university's websites for scholarship exam, most universities do not have any separate exam and all applications are automatically considered for scholarships when you apply.
