Yes, you can practice in Canada or any other country around the globe, provided you have to clear respective licensing examination of that particular country.
As far as question to pursue PG, if you get a chance and have enough financial support, then you can prefer USA and next preference is Canada.

You are not eligible for MHRD stipend which is for students doing M.Tech on clearing GATE examination. However, some state governments also give stipend to students who have not cleared GATE to do M.Tech. You may check with your university or state government Ministry on Education for details.

In order to be eligible to apply for a PGDM program at Jaipuria, the aspirant should have completed his/her graduation with minimum 50% marks . Another mandatory thing is your CAT/MAT/XAT/CMAT score.
