Hi Srushti,
Since SIMSREE is a government college, the admission procedures are subject to DTE rules and regulations which change periodically from one academic year to the next so it'd be quite difficult to predict what the procedure would be 2 years down the line. However, historically as well, every aspirant has to go through the GD-PI rounds (if mandated by DTE) irrespective of his / her scores.

Yes you can apply. Entrance exam (CAT, MAT,CMAT, XAT, etc) score should be more than 60%ile. Your 10th, 12th and UG score meet the criteria for applying here.
