Well you can join any good Arts college and take up any of these subjects and major subject and choose others as electives.
You might have to study these subjects much more in depth for preparing yourself for UPSC exam.

Hi monika there are some NIT's which accepts mat scores but most of their requirement in graduation is 60% some do take 50-55 NIT silchar (assam)
