Not required for a 10th class student. Perform well in 12th class. Just concentrate on 12th alone and prepare for Entrance exams. Once you join in an Institute in CS course you can start learning all the languages you wish to! As coding is something which comes by experience. If you learn it now eventually you will forget when you concentrate on higher studies (11th & 12th). So, If you start learning it right after 12th you will remember it well and can keep on practicing.

There is no set percentage as such, it depends from college to college. I would suggest you to check the websites of the colleges you're interested in. But regarding my personal experiences and observations, I would suggest you to take a safe mark of at least 60% aggregate.

After the Diploma in tool and die the best course of action is go for Mechanical Engineering. As you are already a Diploma holder you can try for lateral entry by getting admission in the second year in engineering course. There are many institutes where you can directly apply or you can appear in NEET exam in lateral entry category. If you are not very keen to go for a degree course you have option of applying for jobs based on your present Diploma course and once you get experience in the industry you can try for switching the job also. I would suggest that you keep your options open and not restrict yourself location wise or college wise. Thapar Institute for engineering and technology is a good college with a stable and nice placement records and well versed faculty. My brother is currently studying there and he is always excited by the opportunities the place has to offer.
