Yes, you can. Since last year, CBSE has defined the cutoff for PWD category separately. That is 1 mark only. It means, if PWD person will score 1 or above, then the candidate will be eligible to appear for Advanced exam. This year the cutoff is not release since the result is not announced. For more details please check this.

If you are a average student and know your capabilities then you have to work hard, study hard, concentrate and be focus on your studies only and not anything else .
Just go with the concepts of subject of 11th and 12th , practice NCERT as much as you can, Try to solve every question of the book. Go for previous year paper if you want to go for coaching then choose good coaching for the preparation but do not totally depend on it. Do more self study.
You will definitely qualify for 1 attempt in JEE Main.Also if you are of general category then actually you have to study hard.

Keep both as a plan A and plan B. Firstly, try for the option you want to prefer first. If you have both the option at same level, then I suggest you to go for Master's degree. It will increases your knowledge, specialization and your chances of getting a job in your field. Nowadays, it is common to have Master's degree, since most of the people are now doing the doctorate degree. Go for Masters then for job.

Yes, you can. Eligibility for undergraduate courses in IGNOU is normally 12th. I am sure that you have passed 12th hence you should not have any trouble in getting admission. You can always check the eligiblity, if you still have doubts, in the downloadable brochure of IGNOU.
