In order to pursue Phd first of all you need to make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
It may take three to six years to complete your PHD, depending on the field you select and your mentor.

It would vary from sector to sector like if you are planning to sit for Bank PO Examination then in most of the Banks you would require to have 50% and above aggregate, however, there is no such criterion for Civil Service Examination. So depending on the sector you are applying to the criteria would vary.
Some of the Government Jobs are: Bank PO, UPSC Examination etc. there are several other State Level Examinations which you can appear for related different sectors like electricity, Aviation, teaching etc.

Getting an entire PG program can be a difficulty as this is generally seen as a short term program offered by several private institutes. But then you can still check with the institutes like IDC IIT, NID which offers PG programs as well.

If you are talking about Acharya Institute of Management It already had an MBA running since 1998. If you are talking about any other institute, please specify the complete name.
However, i would like to say that it would be really difficult to gauge the quality of the programme in its first year, so it is always better to get into more established programme through other good B-Schools like IIMs, MDI, FMS, any many other.
