Scholarships are competitive and awarded to the most deserving students. At the graduate level you can get funding in the form of graduate assistantships where you work or research with professors. In exchange you may get your entire/partial tuition fees waived, and get a monthly stipend to cover your living expenses. Such awards are very competitive. Universities abroad consider various factors such as previous academics, entrance test scores, work experience, application documents and so on while assessing an application for admission and scholarships; hence, it is important to have a well-rounded outstanding profile. Such awards are available generally at the Master's level only.
Every university has its own eligibility criteria to judge the students for scholarships.Most of the universities have deadline to apply for scholarships, you need to apply a bit earlier than admission deadlines, to avail scholarships.

The CAT forms for 2012 are still not out and for 2011 session CAT has already conducted. Generally the CAT forms are made available in the month of August or may be last week of July. The form is available mostly in various National level Coaching Institutes like Career Launcher, IMS, and TIME etc. Apart from this you can get it from Various Axis bank branches.

Hi Kumkum,
You definitely can start you preparation. In fact you should have started a year back as IAS is a tough Examination to crack so you would need good time to prepare for it. However, it would depend on your future planning as well as to whether you want to give IAS Examination just after your graduation or after one or two years, depending on that you can strat you preparation.
