Scholarships are awarded on various criteria. The norms vary for different universities and programs.
Generally they are as followed:-
Merit scholarships: On the basis of overall academic achievement.
Need-Based Scholarships: Designed to fund the less-fortunate students in their academic pursuits.
Athletic Scholarships: Given to star athletes by some universities to recruit them for the athletic teams.
School-Based Individual Scholarships: Specific scholarships relevant to the university.
Full/Partial Scholarship : Most times students are given partial scholarships which normally cover simply living, simply books, or part of the tuition fees.

Browse these website to search college according to your marks & location. College infrastructure, placement statistics, educational system, facilities, well-qualified faculties etc, are some major factors that one should keep in mind while choosing an engineering college. Yes you can be eligible, provided that you have to perform very well in the interview.Recently a session was held from BIBS for the aspiring students by the current students in order to help them face the admission interview.But I think it is too late now for this years admission. The classes are almost going to start by this month's end. At this stage I am doubtful that seats are already filled. So if you want to take admission you better rush. Try to grab a referral from a current student, Because if the seats are already filled(I am not quiet sure, i will have to check at the admission desk) It might help you to at least grab a chance to sit for the interview.
