Both IELTS/ TOEFL tests are basically to check the english proficiency of the international students however you can give any of the test but in most of the cases university specifically ask for the desired exam then accordingly you have to give test. In Germany mostly TOEFL is preferred by the universities. So before giving any test confirm with the university.
