as per my opinion the best institute for part time mba is ignou. u can apply from sikkim manipal also. both the universities provide mba degree with nominal fee.
yes cat and mat scores are considered for admission in these universities. still both the universities give admission without cat and mat. ignou conducts an openmat test twice an year for this admission.
