UPSC State pcs and other police recruitment exam only wants a graduation degree from recognize university. If you want to specific field like food inspector etc. Here can be there different criteria depends on requirements of the post but in case of normal inspector defiantly you can apply.

Hi, I have completed my 10th and 12th from ISC board and there are students who got failed in pre boards and they are told by teachers that they will not be allowed for further exams but they were allowed afterwards. Still, you can confirm it from the teachers with whom you have a good connection. Best of luck.

Actually in Andhra Pradesh there is no cutoff mark for BSC Nursing.The seats are alloted based on Intermediate merit(+1,+2)marks.
