Dear Kamlesh,
Universities tend to offer full undergraduate and graduate programs, meaning there are multiple schools within its system. For example, a university typically has a school of arts and sciences and a school of engineering, in addition to other programs. Colleges offer more limited options and often don't offer master's programs with few exceptions.

Hi Ujwal,
In JEE Mains paper 2, you need to score minimum 25 percent in both the sections of the paper. If you score above 25%, then you are eligible to take admission in any architecture colleges. But, that much will be not sufficient to get you in a good college. You must score 100+ marks to get a good college. Best of luck.

Dropping a year for law is not as much worth as gaining one-year experience in this field and I'll suggest you to opt for the UPES as this college will provide you more practical knowledge than the book knowledge by involving you in the day to day live practical sessions which is not in the SLS.
