Hi, You can join in the 2nd or 3rd year only if it is the same university as GEMS B SCHOOL's, i.e, Bharathiar University.
If it is a different university, then You will have to start the course again from the 1st year.

It depends on what subjects you are planning to take up for ur IAS exam.
if u want to appear for IAS exam in history ,civics etc. then u should take up arts for undergraduate program.
also u will have to decide if IAS is the only thing that u wish to do in future. coz ur undergraduate matters a lot.
