There is no direct way by which you can leap over the second year and appear directly for the third year. There are is a decorum that needs to be followed and cannot be run over. Also in order to attain your degree, you will have to clear your ATKTs as well.

It is after clearing the PLAB 1,2,3 exam that you will be able to go for MD and even practise in the UK after completing your studies. Most students begin preparing for civil services entrance while they are doing graduate study. If you are sure of trying for civil services examination it would be good to take coaching while you are still pursuing graduation. I must however inform you that civil services entrance preparation is rigorous and may extend beyond your graduate course.

Courses commence in September and one can not apply directly to the Universities(most of them). You need to apply through UCAS and the last date is 30 June. You have the provision of applying to 5 Universities and UCAS charges GBP 21 for it. There is a small intake in Jan, for which you don't have to go through UCAS and you can apply directly. As you are in your 12th, I would suggest you to concentrate on your 12th education more as this is your priority. But then to prepare well for CA, your knowledge in Accountancy is observed and there are multiple levels that need to be qualified.
ICAI is the governing body for all the practicing CAs in India and you will require to register for the CPT under the same, which is the first level of exam for the 12th pass outs.
