If your category rank (OBC Rank) is 3032, then the IITs available to you are:-
1] IIT Dhanbad - Geophysics (5 Y)
2] IIT BHU - Bio (5 Y)
3] IIT Kharagpur - Applied Geology (5 Y)
Unless you need the IIT Tag to flaunt in front of your relatives and unless you have some specific interest in these fields or unless you are planning to work hard to get a vertical branch transfer, go for NITs on the basis of your Mains rank or go for a drop. If your Open Rank is 3032, then you have a lot to choose from: - (The best options in no specific order, according to me are chosen as there are 50 and more branches open)

At rank 40000, you will get some good colleges but you will have to compromise with the branches as you will get lower branches, but if you don't want to compromise and want to get upper branches or core branches then you will have to go for some lower colleges

I have completed 2 years in NIT Uttarakhand. So, I can give you a brief idea about life of an average student at National Institute of Technology Uttarakhand. You will get a tag of NITian and you can participate in inter NIT competitions (both Sports and Technical). The faculty is good but most of them are Assistant Professors. G. S - most important portion where every aspirant lacks. You need one standard book i.e either lucent or manohar pandey and kiran previous year book. I have analysed 2018 and 2019 cgl paper this will help only if you could read my hand writing then it is damn sure that you can laugh on it .

There are two ways to take admission for M.Tech. First one is through the GATE exam and second one is sponsored admission. Those who take admission for M.Tech. Through GATE exam, you will get stipend of INR12.4k. There is no stipend for sponsored M.Tech. Students. M.Tech.

First of all, Congratulations for such a good rank. Now coming to the main topic, if you are from general category, then it is difficult to get admission in any computer related branch in CSPIT. But if you come under SEBC or SC/ST then you can easily get admission either in 1st or 2nd round. Also you can go for DEPSTAR which is totally dedicated to computer branches and the syllabus is totally same as CSPIT. Irrespective of the college, you get the same degree as both are under CHARUSAT university.
