There are two way to get admission in B.Tech CSE in this college, one is through direct admission, which is possible if you have good marks in your 12th, and they will also conduct a seperate test for direct admission

Yes, a commerce student can surely become a fashion designer. Fashion designing is one of those industries that doesn't require students from any particular stream. You are also eligible for any acting course even if you belong to commerce background. Yes, you can do both but just understand its versatility of subjects as both are different types of subjects. One totally, creative and second totally, theoretical calculations. If you can do it, then go for it.
