There are many universities in Germany which are good for mechanical engineering you may try in these universities :- 1. University of Applied Sciences Esslingen,
2. University of Siegen,
3. RWTH Aachen University,
4. Ravensburg-Weingarten University of Applied Sciences,
5. University of Duisburg-Essen etc.
In Germany Almost all higher education institutions are funded by Federal and State Legislation's. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged which is very nominal. As far as expenses are concern You will require around 650 euro approx INR 35,000-40,000 per month,This amount covers housing ,food ,clothing ,study material and other expenses such as health insurance and leisure activities.

Joining a good coaching centre like Chanakya or Rau's coachng classes is a good idea. Such coaching is generally for 4 to 6 months and costs approximately Rs 60,000 to One Lakh. The best thing about joining coaching classes is that you are able to give mock tests which makes you prepare better. But still individual study is still more important and you must not rely much on coaching classes except for taking part in discussions with fellow students and understanding how to attempt the exams of different papers. The questions are of multiple choice type in the prelims. You must also give state PSC exams and Bank PO's exam to enable you to have good exam practice and develop speed of answering. I suggest that you drop of one year after completing graduation , study hard throughout the year with set targets and then appear for the UPSC exams. In the meantime during that year you can give state PSC exams. The list of subjects is long and can be obtained from the net or from the coaching classes.
