The eligibility criteria for PhD varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the PhD programs. Some also require work experience of a couple of years.
Considering your background, you can opt for PhD Computer Science.
Colleges that you can consider for PhD in Computer Science Engineering-
1. Christ College, 2 year Doctor of Philosophy- Computer Science
Eligibility-
A pass with 55% marks in Post graduation and M.Phil. in the relevant subject from any recognized university.
A research proposal (Maximum 1500 words) has to be submitted along with the application.
2. Jamia Millia Islamia, 3 year Doctor of Philosophy- Computer Science
Eligibility- Minimum qualification required to apply for the course is postgraduate.
3. Indian Institute of Technology (IIT) Hyderabad, 5 years Doctor of Philosophy- Computer Science
Eligibility-
Masters degree in the relevant discipline with a first class or a minimum of 60% marks or a C.P.I. of 6.5 or equivalent.
The candidate must have a valid GATE score.
4. Indian Institute of Science Education & Research, 3 year Doctor of Philosophy- Computer Science
Eligibility-
Candidate must be Master's degree in science for pursuing this programme.

However, if you are passionate to make a career in Social Sciences domain, then you can go ahead to pursue M.A Political Science.
The basic eligibility criterion for pursuing M.A Political Science is having a graduation degree in any stream.
However, many of the reputed universities demand graduation degree with Honors in Political Science or Political Science as one of the subjects studied in graduation from any of the recognized college/university.
Some even ask for a minimum of 45-50% marks in graduation as qualifying criteria to secure admission in this course and some also conduct an entrance examination.

However, if you are keen on pursuing a program in Psychology then you can plan to pick M.A or M.SC Psychology.
