Candidates who want to pursue MEP must have 10th Std. board exam with at least 50% marks. Various polytechnics offer diploma in various disciplines of engineering. Yes you can change your college you just have to take transfer and migration certificate from your present university / college and submit it in the college where you want to take admission for more information you have to talk to your present college as well as other college where you want to get enrollment.
