Hi Abhinav,
Usually migration is permitted on a case to case basis within the university itself in the second year. However, migration across institutes after the second year will not be permitted. However, do check with your current college on the guidelines.

Hi Meh,
The reason the second ionization energy is higher than the first relates to the attraction between the electrons and the nucleus. When one electron is removed from an atom, the neutral atom becomes positive. When one attempts to remove a second electron from a positive ion, there is more attraction between the electrons and the nucleus due to the extra proton. Thus, the second electron is harder to remove and the ionization requires more energy.

Riya don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering.
