Dear Pravin,
Well, to be honest, I would suggest you to first complete your engineering as it is the minimum basic eligibility for GATE and in fact graduation is must for seeking a good job or applying for govt. examinations.
As for the drop year is concerned, Yes! You can strt with your GATE preparation and also you can opt for some short term diploma/ certificate program related to your engineering branch (Mechanical).
