Good institutes for management are IIMs (Indian Institute of Management). There is a very good quality education and also packages are good. Since you have already completed M.Tech so I think you should go for only these institutes for MBA because you have already given so much time for Master's degree so now I think you will not be happy if you get less money than other graduate or PG student. So, study hard and get a very good score in CAT exam, so you will get any of the IIMs, go through the cut-off list of different IIMs.

Yes, you can apply for special round of counseling conducted by CSAB even if you don't participate in JOSAA rounds. You can register for the CSAB round by paying Rs 46000 as counseling fee, of which rs1000 is participation fee and rest Rs 45000 will be adjusted with your college fee if you are allotted a seat or else it will be refunded into your bank account. If you have already paid the counseling fees during the JOSAA rounds and have also accepted the seat, then you are not required to pay only Rs 1000 for the special round. If you are allotted a seat in CSAB round, then your previous seat will be forfeited. Hope this helps.

If you have been appeared for the JEE Mains 2018, then there is an option for you to do B.Tech from any other college, but if you haven't, then there is no option left with you to appear in the same college and repeat the first year.
