Yes B.Com graduate can apply for M.Des programs for NID. The eligibility criteria is as under.
1. Age : For general maximum age limit is 30 years and 33 years for reserved categories. Educational qualifications :

Unfortunately, not much is known about details of concessions in tuition fee, etc. If a student is in the top 10. As a rule of thumb, almost all universities offer some concession or the other to students securing a good position in the exam. Perhaps you will have to contact alumni or the institution directly for further details.
